The state of Pennsylvania requires all car owners to carry insurance however it does not specifically say that you have to have car insurance before you can get your learners permit or junior license. Even though it is not stated that you need to have car insurance the Department of Transportation might feel that it is implied so verify with your local Department of Driver and Vehicle Services to determine if you need to have car insurance coverage before you can acquire your learners permit.
The person with the learner’s permit or junior license should have their parents discuss with their car insurance company with regards to listing you in their policy.
